These must match the as-installed configuration. Any variation between approved design and installation must be documented and, where required, re-approved.
As-installed drawings — reflecting the actual installed locations of all devices, panels, valves, pumps, and pipework. These are the drawings the inspector will compare against what they see on site.
Equipment certificates and approvals — manufacturer documentation confirming that all installed equipment is of an approved type and carries the required certifications. The QCDD will not accept equipment that is not on its approved list.
Commissioning records — the complete testing and commissioning documentation produced by the fire company, covering every device test, cause and effect verification, pump test, and suppression simulation. These records demonstrate that the systems have been verified before the authority inspection.
Maintenance logs — for existing buildings undergoing periodic inspection, current maintenance records covering all fire safety systems. The QCDD will check that maintenance has been carried out by a licensed contractor at the required intervals and that all records are complete.
Occupancy and permit documentation — the building permit, previous inspection records (if any), and any correspondence with the QCDD relating to the current submission.
Fire Alarm System Inspection Points
The QCDD will witness a selection of fire alarm tests. The following items are checked in every inspection.
Every smoke detector, heat detector, and multi-sensor device must respond correctly when activated. The inspector will select devices at random and verify that the panel identifies the correct device address and location. Any device that fails to respond or reports an incorrect address will flag the system.
Manual call points (break glass units) must trigger an alarm when activated. The inspector will test call points on different floors and zones to verify correct wiring and panel response.
Sounders and beacons must produce the required sound pressure levels throughout the building. The QCDD checks audibility in representative locations — including the furthest point from the nearest sounder — to confirm the alarm is clearly audible everywhere.
Cause and effect sequences must perform exactly as programmed. The inspector will trigger alarms and verify that the correct downstream responses occur: door release, lift recall to ground floor, ventilation shutdown or smoke extraction, emergency broadcast activation, and fire pump start signal where applicable.
The fire alarm panel must be free of faults. Any active fault — device fault, zone fault, earth fault, or communication fault — will be flagged. A panel showing faults at inspection indicates inadequate pre-testing.
Fire Fighting System Inspection Points
Sprinkler systems, fire hydrants, hose reels, and fire pumps are tested under pressure during the inspection.
Sprinkler system pressure must meet the design specification at the most remote (hydraulically least favourable) point. The inspector will verify pressure readings and may request a flow test. Any pressure shortfall indicates a pump, pipe sizing, or valve problem that must be resolved before re-inspection.
Fire hydrant risers must deliver adequate pressure and flow at each landing valve. The inspector will check that all valves operate correctly, are accessible, and that the riser is pressurised to design.
Hose reels must unspool freely, have intact nozzles, and deliver water at the required pressure. The inspector will check hose condition, valve operation, and pressure.
Fire pump sets must start automatically on pressure drop, run without fault under load, and deliver the design flow and pressure. The inspector will witness a pump start sequence, verify pressure readings, and check that the jockey pump maintains system pressure between pump starts.
All valves must be in the correct open or closed position, with valve status indicators functioning. A closed valve in an open-required position is a common inspection failure point.
Fire Suppression System Inspection Points
Where a clean agent or gaseous suppression system is installed (server rooms, data centres, electrical rooms, archives), the QCDD will verify the following.
Detection devices must trigger the suppression sequence correctly. The inspector will verify that heat or smoke detection in the protected space initiates the pre-discharge alarm, timed countdown, and agent release sequence.
Agent cylinders must be correctly sized, positioned, and connected. The inspector will check cylinder quantity, agent weight or pressure, and that the connection to the distribution pipework is secure.
Nozzles must be positioned to deliver agent evenly across the protected space. The inspector will verify nozzle placement against the approved drawings.

Fire doors must be closed, unobstructed, and fitted with functioning self-closing devices. A fire door wedged open is an immediate inspection failure.
